Fregola with Mussels and Romanesco Broccoli

Method
- Prepare the Romanesco broccoli: cut into small florets, keeping the leaves aside.
- Clean the mussels: scrub them against each other to remove the fuzz, then pull off the beard from the narrow end. Rinse and set aside.
- Blanch the broccoli florets in boiling water for about 2-3 minutes. Reserve the water.
- In a large pan, heat a drizzle of olive oil, add 2-4 garlic cloves (halved or quartered) and a few parsley stems. Cook gently to infuse the oil, then remove and discard the garlic and parsley.
- Add the cleaned mussels to the pan, cover, and cook over high heat until they open. Add a splash of the reserved broccoli water to create steam.
- Once the mussels have opened, remove them from the pan. Separate the meat from the shells, straining and reserving the cooking liquid.
- Strain the mussel cooking liquid through a fine sieve or cheesecloth to remove any sand or impurities.
- In another pan (or the same one, cleaned), heat a generous amount of olive oil. Add fresh garlic pieces and parsley stems to infuse, then remove them.
- Add the fregola to the oil and toast it over medium-high heat, stirring constantly, for about 1 minute.
- Start adding the reserved broccoli water little by little, stirring as if cooking risotto. Let the fregola absorb the liquid.
- After a few minutes, add some of the reserved mussel liquid for extra flavor.
- When the fregola is about halfway cooked (around 4-5 minutes), add the blanched broccoli florets and the finely sliced broccoli leaves.
- Continue cooking, adding more broccoli water as needed, until the fregola is al dente (total cooking time about 8-9 minutes for commercial fregola, longer for artisanal).
- Add the mussel meat to the pan (some whole, some roughly chopped) and stir gently to combine. Cook for another minute.
- Adjust consistency: the fregola should be slightly brothy, not dry.
- Prepare a finishing mix: in a small bowl, combine olive oil, dried chili flakes, and chopped fresh parsley.
- Serve the fregola hot, drizzled with the chili-parsley oil and garnish with a few whole mussels and fresh parsley.
